As many of us are aware, many court systems are beginning to run out of time on the issue of case management systems. The reason that they’re running out of time is because the AOC discouraged all other courts from pursuing their own case management solutions for nearly ten years while they re-invented the wheel.
Okay so they also chose to change the road a bit to a catenary road and tried to get everyone to replace all their roads so their wheel would work but that’s beside the point. The point here is that if CCMS V4 were a viable product after pouring more than a half of a billion dollars into it, we wouldn’t be discussing case management alternatives because it would be pointless to have spent over a half billion dollars on something you don’t intend to use.
It is like wasting this money with a huge underscore, bold caps and a few exclamation points to emphasize that you’re really serious about blowing this much money. Reality tells us that the project had a whole lot of development effort that was required to make the product functional and facts tell us that these integral pieces were separated from this project by Mr. Mark Moore so that he could declare his mission complete. Then they went and accepted the incomplete project which started the warranty clock running.
As the AOC reaches out to Sacramento for funding for future case management solution or solutions, Sacramento is pushing back and is asking what the plan is because they don’t want to fund another CCMS boondoggle. Of course, no one in the AOC has any viable plan so that funding won’t be coming this year but rest assured that someone with zero experience with software development will be charged with coming up with the plan.
Some of our contacts ask why people don’t simply provide a developed, off the shelf Microsoft Sharepoint solution with a storage area network on the back end so we bounced that idea off of others and were told it was because the AOC wants to use a custom program that they own and control with an Oracle as a back end to whatever the front end is. We find that kinda silly given the expense and complexity of an Oracle solution but we’re also being told that the AOC has their eye firmly on the prize of being able to claw back trial court funds to the AOC to support their existence by owning and operating the program on the courts behalf.
Already today, many adjoining counties have embarked on sharing their existing case management systems with courts from other counties. what should be obvious is that off-the-shelf solutions like e-court & sustain which is used in hundreds of courts or Tyler Technologies Odyssey program, which is used by Mark Moore (of CCMS fame) in Minnesota and has been for about 10 years are available today.
The bottom line is that there are affordable solutions out there that will not be all things to all courts but are good enough and affordable enough for courts to implement today without a raft of development. For the most part, these systems only need to be configured to provide case management solutions.

Your latest article on CMS did not make any reference the U.S. Federal Courts Case Management/Electronic Case Files (CM/ECF) and Public Access to Court Electronic Records (PACER) systems. These services have achieved substantial success throughout the U.S. including the nine federal courts (appellate, district, and bankruptcy) in California. What is also not well-known is that the Mississippi state courts have adopted CM/ECF into several trial court jurisdictions. Several courts use a case management system by Ciber, formerly AGS. While far from perfect, it can processs satistics, all areas of case types and most importantly distribute fines. And it is relatively inexpensive to maintain.

Excellent points made above, JCW. Now that the trial courts appear free of the AOC/JC prevention of the fluid exchange of ideas about court management systems, solutions can be found before time runs out. Light is appearing at the end of a dark tunnel.
Simply put, the AOC is only interested in power and control in order to maintain their untoward infamous existence. The trial courts are striving to survive for the true benefit of all Californians. As Wendy D has said, the AOC is here serving themselves at the detriment of all Californians.

What a mindless org chart. A Chief of Staff? A former failed lobbyist as CEO ? Sorry but I don’t see the arbitrary and arrogant keeper of the crystal palace, J Hull described in his role of suppressing dissent. I guess that would be a hard title to add . As I see it we have added more needless bureaucracy in response to the SEC report. How ironic.I hope someone in the legislature is following all this. Until then I sure hope everyone here has a nice Thanksgiving .

It’s an org chart that raises more questions than answers. Among them:
Why is the Office of Governmental Affairs so detached from the day to day operations of the AOC and the rest of the judicial branch?
Where is the Office of Court Construction on this org chart? We can see facilities maintenance and real estate but court construction seems to be missing on the org chart.
Why is OGC/legal services reporting to Jahr and Patel when the recommendation was to push the office further down the chain of command?
Nothing has changed at the AOC other than minor upper management reporting changes – at least on the org chart. As far as previous divisions, they still largely exist as divisions.
The dangers of retreads, indeed.

Indeed, JCW, what is there in Jahr’s knowledge or experience makes him solely qualified to direct OGA? A reporting relationship to Jody Patel for OGA might make more sense — at least she worked at OGA at one time.
I think we are viewing an org chart that is so absurd on it’s face that one could conclude it is all smoke and mirrors.

I’ve used Sharepoint as a documents repository for server builds and other infrastructure records. One unique application was to attach a bar code (one of those fancy square ones) to a servers front plate so that you could scan it with your android phone and it would automatically pull up all information about that server (hardware and software configurations, server owner etc) to your android device. This made identifying hardware in a datacenter of thousands of servers an effortless task.
Sharepoint is an ideal commercial off the shelf platform to manage case information and it is dirt cheap.

The word I got from a recent conference held at the crystal palace was how weak Jahr, Chilld and Sounderland looked. They appeared unable to come up with any meaningful suggestions or ideas and were accepting the gloom around them pertaining to the trial courts. All appeared over their heads. Too bad the group wasn’t treated to a presentation by Justice Harry Hull. His arrogance and zeal to stamp out any branch dissent would have put the final touches on just how badly the branch management has sunk. I hope everyone had a great Thanksgiving holiday and that on Monday all resume the great fight here to bring democracy to our branch to end the arrogance and blundering that has led us here.

Justice Hull . Justice Hull is the justice who claimed that Judge Jahr was the most qualified person in the country to run the AOC lol Justice Hull also claimed without any specific factual support that after his own investigation no one in the AOC did anything wrong pertaining to the trailer bill fiasco lol. I guess that bill just appeared out of thin air? Justice Hull also appears to enjoy his role as the highest assigned to suppress branch wide dissent. .If your a dissenter or perceived as such one set of ” rules” apply as set forth not by rule or statute but by Justice Hull. Since we believe that enough love has been going around to do two versions based on last years input, let’s try soliciting the 12 days of an AOC Christmas and the 12 days of a judicial council Christmas.
It should be patently obvious to most that a few insiders still hold all of the cards with respect to governance. Sure, some new puppets have been foisted to council level but let’s be honest with each other and point out that these puppets still have strings attached. It should also be obvious that by protecting an AOC that has served to shield them is in their best interests.
Anywhere else that one would find a dysfunctional government agency where hundreds of millions were flying out the door for nothing, that was being competently overseen by honorable, reputable people you would have already witnessed a financial microscope tracing every dollar and you would have found the overseers asking for resignations.
We’re suggesting that the reason that you don’t see these things is because there are those that are charged with oversight that derived unlawful benefits from those whom they were overseeing.
This is one of the reasons democratization of the council is so important.

Hmm a nationwide search? Sound familiar ? Good thing Justice Hull isn’t in charge of this nationwide search . Clarke was a good man who always spoke the truth. Years ago he warned of the huge financial problems we are now facing. Ironically it is someone like him that would have been the most qualified to lead the AOC had a real nationwide search taken place to find the truly most qualified court administrator instead of a JC/AOC “insider”. Judge Edmon and Judge Wesley have it right, his service is “unparalleled ” .
